受身(〜られる)
A festival is an event that gets held, so the passive 行われます correctly makes 夏祭り the thing acted upon every August.
Tested at JLPT N3 — 3 practice questions below.
Practice 受身(〜られる) →行われる is the passive of 行う ("to hold an event"); with は marking the festival, the passive lets the event itself be the grammatical subject — the natural way to state when an event takes place. 行います would make the festival the actor performing the holding, which is nonsensical. 行わせます adds a causative layer ("makes someone hold it") requiring a causer and an agent, and 行っています describes an ongoing action, not an annual scheduled event.
