〜べく = formal "in order to ~" — purpose, written/literary register.

Practice 〜べく →V(masu-stem or dictionary form)べく is a formal purpose marker: 'in order to V.' Here 打開す is the stem of 打開する, so 打開すべく協議を重ねた = 'they held repeated talks in order to break the deadlock.' The distractors fail on both structure and meaning: べくして needs a repeated identical verb, に引き換え needs a contrast, and をもって attaches to nouns to mark endpoints, not purposes.
