〜んばかり = "as if about to ~" — describes an imminent action that didn't quite happen.

Practice 〜んばかり →〜んばかり (〜せんばかり) attaches to the ない-stem: 言わんばかり (as if to say), 泣き出さんばかり (on the verge of tears). Literary — the action is implied, not performed.
