〜をもって
「今回の会議をもって」 is the formal way to say the committee is dissolved 'as of this meeting'.

Practice 〜をもって →〜をもって follows a noun marking means ("by means of ~") or a formal endpoint in time (本日をもって閉会). Here it turns 拍手 into the instrument: "express approval by means of applause." The other options break the pattern differently — いかんによらず means regardless, and ずにはおかない and べくして are verb-based inevitability forms — so none attaches to 拍手 with an instrumental meaning.
