Practice 〜にもかかわらず →Build the concessive clause first: 仕事で modifies 忙しい ("busy with work") and 〜にもかかわらず attaches to that adjective to mean "despite being…". The second half needs a time-setting adverb before its verb — 合間に ("in the gaps") precedes 時間を見つけて ("finds time"), which links into the suffix 毎日勉強を続けている. Order: 仕事で → にもかかわらず → 合間に → 時間を見つけて, so ★ is 合間に (option 4).
