だけ limits the required steps to just mixing the ingredients and baking, which is exactly why the dish is easy.

The recipe requires nothing more than mixing and baking, so だけ directly explains the conclusion 簡単だ. とき marks a time ("when"), せい assigns blame for an unfavorable outcome, and こと merely nominalizes without limiting — none of them say "only this much is needed."
