〜ても
Even with repeated practice, the kanji is hard to remember.

Practice 〜ても →〜ても attaches to the te-form (降っても) to concede a condition: 'even if it rains, the match will be held'. てから marks strict sequence ('after it rains'), losing the 'regardless' meaning. ために states purpose — holding a match in order to rain is backwards and ungrammatical after a te-form. The appearance pattern would be 降りそうで ('looks like it will rain'), which contradicts the unconditional 行います anyway.
