始まります happens at a specific time, so 九時 takes に to mark that point in time.

Practice 時間＋に →Time expressions stack from general to specific: 毎朝 sets the routine, then 七時に uses に to pin the exact time the action happens. The verb 起きます is built from stem 起き + ます, which locks those two fragments at the end. Starting with anything other than 毎朝 either breaks the 起き+ます pair or reverses the natural general→specific time order.
