今 ('now') marks an action in progress, so the sentence needs 〜でいます — 読んでいます 'am reading.'

Practice 〜ている →降る → 降っています describes rain currently falling, the natural way to talk about weather in progress. 〜てください requests an action from a person, 〜てもいいです grants permission, and 〜ましょう proposes joint action — none of them can sensibly combine with 雨が降る, a phenomenon beyond anyone's control.
