Practice 〜てください →待つ is a 〜つ verb whose te-form is 待って, so the polite request is 待ってください 'please wait.' The 待っ before the blank shows a te-form is being built, and only 〜てください both fits that form and expresses a request. Options 1, 3, and 4 all require the masu-stem 待ち and would make statements or an invitation, not a request.
