「うえに」 needs a second positive trait after it, and only 「自然も多く」 ("there is also lots of nature") supplies one, leading into 「非常に住みやすい」.

Practice 〜上に →〜うえに ("on top of that") links two parallel merits: 交通が便利な + うえに + 自然も多く. The も in 自然も多く confirms it is the added item. 非常に then modifies 住みやすい directly before the final adjective.
