〜ばかりか

「〜ばかりか〜まで」 adds a more extreme item: not only did it rain, the wind even grew stronger.

How it's used

「N+ばかりか」 means 'not only N' and pairs with も/まで to add a further, often more extreme item — here rain plus strengthening wind (風まで強くなった). ところか would deny the first item, ものの expresses 'although', and ばかりに means 'just because'; only ばかりか gives the additive 'not only A but even B' the sentence needs.
