〜にとって gives the standpoint of the judgment — 'for first-timers, this explanation is difficult.'

Practice 〜にとって →〜にとって attaches to a person or organization and means 'from X's standpoint / for X'; here the speaker evaluates 外国で暮らすこと as valuable from 彼's perspective. に対して marks a target of action or feeling, not an evaluator. によって marks a means, agent, cause, or 'depending on', all of which distort the meaning. において marks a location or occasion and cannot express a personal viewpoint.
