〜とは限らない negates the 必ず: new technology does not always lower costs.

How it's used

〜とは限らない attaches to a plain-form clause and means 'it is not necessarily the case that ~', denying that something holds universally. With いつも it yields 'not always true'. 「に決まっている」 and 「に違いない」 both assert certainty — the opposite direction — and 「ことになっている」 describes an established rule or arrangement, not a truth claim about opinions.
