How it's used

V-辞書形 + ことになっている expresses a rule, arrangement, or custom decided externally — 'it has been decided/is the rule that ~'. The opener この会社では signals institutional policy. 「ことにしている」 is the volitional personal-habit version, wrong for a company-wide rule; 「ようになっている」 reports a resulting state or mechanism rather than a regulation; and 「ところになっている」 is not idiomatic.
