〜ないことには
「〜ないことには」 states a necessary condition: unless we investigate thoroughly, no conclusion can be drawn.

Practice 〜ないことには →〜ないことには means 'unless ~ / if ~ does not happen' and is followed by a negative judgment such as 分からない or できない; actually using the item is the required condition for knowing. ないうちに orders a time ('before ~'), but the main clause states an inability, not a timed action. ないばかりか needs an additive continuation. ないものの would be concessive, which contradicts the conditional relationship.
