How it's used

〜わけではない attaches to a plain-form clause to mean 'it is not the case that ~ / it doesn't necessarily mean ~'. Combined with みな it produces the classic 'not all ~' pattern, denying that the statement holds across the board. 「に違いない」 asserts the blanket claim with certainty — the reverse; 「ものがある」 cannot form a coherent negation after 持っていない; and 「ことはない」 cannot attach to a negative verb.
