来たらしい directly modifies the noun 暖かさ: a warmth that suggests spring has come to this town.

Practice 〜らしい →Plain form + らしい expresses conjecture based on observable evidence ("it seems that..."), and the wet street outside is exactly such evidence. そうに cannot follow the past form 降った — appearance そう attaches to the masu-stem, and hearsay そう doesn't take に. はずに is not a sentence-ending form and would assert confident expectation rather than a tentative inference. ことに is an emotive adverbial ("to my ~") that requires a following predicate and cannot end the sentence.
