The condition is 'if it snows', so the verb 降る must fill the first slot to form 降るとしたら.

Practice 〜としたら →〜としたら introduces a hypothetical assumption ("if it were the case that..."), and the following clause asks or guesses based on that assumption. Asking where you'd like to go presumes a condition, not an established fact. ことから grounds a conclusion in a fact ("because/from the fact that"), ように marks purpose or hope, and という点で evaluates a respect or point — none of them set up the "suppose X" frame a question like this requires.
