〜わけではない

〜わけではない = "it's not (necessarily) that ~" — soft negation.

How it's used

〜わけではない denies a sweeping conclusion — 'it doesn't mean that …' — and 〜からといって sets it up: 'just because … doesn't mean …'. The sentence is 反対したからといって、計画を否定しているわけではない — 'just because I opposed it doesn't mean I'm rejecting the plan'. The object 計画を leads, the verb 否定している follows, and わけではない closes the soft denial. The first slot must be 計画を so the verb has something to act on.
