Masu-stem + そうだ predicts an imminent event from direct observation — the dark sky looks like it's about to rain.

How it's used

〜そうだ (様態) attaches to a verb's masu-stem (降りそうだ) and predicts what appears about to happen based on what you see — perfect for dark clouds signaling rain. ようだ and らしい attach to the dictionary form (降る) and express reasoned or circumstantial conjecture, not an immediate visual sign. はずだ expresses confident expectation ("should") and also takes the dictionary form, so it can't attach after 降り.
