〜そうだ（伝聞）
Hearsay そうだ reports information from a source — here, the weather forecast says it will snow tomorrow.

Practice 〜そうだ（伝聞） →Plain form + そうだ (伝聞) reports information heard from another source, and 天気予報では explicitly names that source. ようだ and はずだ would present the snow as the speaker's own inference or confident expectation rather than something reported. ところだ describes an action at a particular stage ("just about to / just did"), which a forecast prediction is not.
天気予報では、明日は雪が降る＿＿＿。
