★ ends the sentence, and only います can complete the progressive みがいています started by the te-form みがいて.

Practice 〜前に →〜前に ('before doing') attaches to a verb's dictionary form: 会議が始まる前に資料を読みます — 'I read the materials before the meeting starts.' 始まる follows 会議が to complete 'the meeting starts', 前に chains to it, and the object 資料を feeds the final verb 読みます. Putting 始まる at ★ leaves 会議が前に, which is broken without の; 読みます at ★ strands 資料を with no verb; 資料を at ★ sits the object where it can't be interpreted.
