The dark sky only supports a guess, so かもしれません ('it might rain') matches the speaker's uncertainty.

Practice 〜かもしれない →〜かもしれない attaches to the plain form (降るかもしれません) to express a possibility the speaker isn't sure of — right for a prediction based on dark clouds. はずです would be a confident 'it must be raining' deduction, stronger than the evidence allows. ことです states the outcome as fact, erasing the uncertainty. ためです ('because/in order to') would make rain the cause or goal, reversing the logic.
