Stem + そうだ = "looks like ~" — the sky looks like it's about to rain.

How it's used

Appearance-そうだ takes the stem (降りそう, おいしそう). Don't confuse with hearsay-そうだ which uses the plain form (降るそうだ = "I hear it will rain").
