「もう少しで〜ところだった」says the important papers came within a hair of being thrown away — but weren't.

Practice 〜ところだった →〜ところだった after a dictionary-form verb describes an event that almost happened but was averted, canonically framed by もう少しで. The documents were not actually discarded. はずだった asserts the act was expected, わけだった explains a result, and ことだった merely reports a fact — none encode the narrow escape.
